There are contrasting and contradicting thoughts across the NFL about new safety rules.  Some players have come out and said the NFL will not exist in the future if safety is not addressed.  However, there are players who think the safety rules are going too far, and perhaps the league won't exists because people just won't watch the games anymore.

According to the Dallas Morning News, Cowboys wide receiver Dez Bryant is in the latter category.  With the potential for the NFL to implement a new offensive penalty for ball-carriers lowering their helmets, Bryant spoke out on what he thinks will happen to the league if these rules continue.

"They keep making these rules, people aren’t going to want to watch football any more. I don’t think that rule is going to last long. There’s going to be so many penalties in this league. Too many guys getting fined. It’s hard for somebody to pay attention to trying to not to use their helmet.”

The proposed rule change would be imposed when ball-carriers (mostly running backs) lowers their head to break a tackle.  There would only be a penalty if the runner lowered his helmet and hit with the crown of the helmet.  It will be a difficult rule to enforce, but data seems to indicate that if enforced properly, there would be very few of these penalties called.
